Dr. Samuel Paul, Founder and former chairperson, is a permanent invitee to the PAC Board and continues to be an institutional mentor and advisor.
As professor for 27 years, Dr. Samuel Paul became the second Director of the Indian Institute of Management, Ahmedabad in 1972. He was also visiting Professor at Harvard Business School and Chief Technical Advisor at the ILO, Geneva. In 1978 he was invited by the World Bank to join them as an advisor. He has also served on several Government of India committees and has been a member of the boards of the State Bank of India, Industrial Finance Corporation of India and several other companies. He founded PAC in 1994 with the focus of providing support to citizen action groups to improve the quality of life by building creative bridges between citizens and the city administration. He has since guided PAC to develop and apply Citizen Report Cards to the cause of public service transformation in rural and urban service agencies, and for the evaluation of the effectiveness of service delivery in many states of India, and internationally.
