Gurucharan Gollerkeri, IAS (Retd) – Director, Public Affairs Centre

Gurucharan Gollerkeri took over as Director of the Public Affairs Centre (PAC), in February 2017.

Prior to joining the PAC, Mr. Gollerkeri served in the Indian Administrative Service (IAS) for over 34 years before retiring as Secretary to the Government of India, New Delhi, in December 2016. With vast experience in praxis in both the central and state governments, at the higher echelons of governance, Mr. Gollerkeri’s expertise is at the intersection of development, migration and gender.

He served with distinction as Joint Secretary, Ministry of Overseas Indian affairs; Special Secretary in the Ministry of Consumer Affairs, Food and Public Distribution; and Secretary, Performance Management in the Cabinet Secretariat in the Government of India. Besides having served as the lead negotiator of the Government of India for bilateral and multilateral agreements relating to International Migration and Social Security, he has represented India at International Migration fora including the Global Forum on Migration and Development, the Colombo Process, the India – EU bilateral dialogue on Migration, and the Abu Dhabi Dialogue between the countries of origin and destination between 2005-2013.

Mr. Gollerkeri established the India Centre for Migration (ICM), a policy ‘think-tank’ on International Migration, under the aegis of the Government of India and served as its Chief Executive during 2010-13. Based on the research that he undertook at the ICM he co-authored ‘Migration Matters: Mobility in a Globalising World’, published by the Oxford University Press in 2016.

In the early nineties, he was staff officer to the Minister of Petroleum and Natural Gas and Deputy Secretary, International Cooperation in the Ministry of Agriculture and Cooperation in the Government of India.

In 2004-05, Mr. Gollerkeri was a Visiting Fellow at the Centre for Public Policy at the Indian Institute of Management, Bangalore and worked on fiscal responsibility in the states in India.

Borne on the Karnataka Cadre of the IAS, Mr, Gollerkeri has amongst other assignments, served in Karnataka state as Secretary, Budget and Resources; Finance Member of the State Electricity Board, Commissioner for Industrial Development, and District Magistrate and Deputy Commissioner, Belgaum.
