In an innovative step, Public Affairs Centre (PAC) released a compilation of seventeen essays, depicting the variety and complexity of governance in this vast and diverse country. The anthology also brings to bear a personal and reflective analysis of the administration of the country as seen through the eyes of experienced bureaucrat practitioners. The Chief Guest Dr Subhash C. Khuntia, Chief Secretary of Karnataka, and the former Chief Justice of the Supreme Court of India and Chairman of PAC Justice M N Venkatachaliah released the book. Five former Chief Secretaries who have contributed to the anthology including Mr Kaushik Mukherjee from Karnataka, Mr Joy Oommen from Chhatisgarh, Mr Salahuddin Ahmad from Rajasthan, Mr P K Mohanty from Andhra Pradesh and Mr J.K Banthia from Maharashtra were present at the launch.
Giving a brief overview of the publication, Dr C K Mathew, editor of the book and head of the Public Policy Research Group at PAC said, “the essays are a crystallization of practical experience and sound conceptual understanding, along with the gift of advice and suggestions for the improvement of governance.” Each of the essayists, with an experience of thirty-five to forty years at the higher echelons of Government, bear witness to the evolution of governance in the country. On the importance of the book, PAC director, Mr Gurucharan Gollerkeri said, “This book should especially attract the attention of administrators currently engaged in the management of the country, as well as academicians and students, who wish to gain some insights into the complexity of governance in India ”
