Public Affairs Centre (PAC) releases a special commemorative edition “Citizen at Heart” –to remember the life and times of Dr Samuel Paul- the founder of PAC

August 2019

Kickstarting its Silver Jubilee celebrations Public Affairs Centre (PAC), released a special commemorative edition titled “Citizen at Heart”- to chronicle the myriad collaborations and exciting intellectual exchanges that laid the foundation for every advance the PAC has made in the last 25 years. Focussed on remembering the life and times of its founder Dr Samuel Paul, the special edition has 28 contributors remembering the journey of both the institution and the founders. The list of contributors of the special edition include Dr Montek Singh Ahluwalia, Economist Bibek Debroy, Former ISRO chairperson Dr Kasturirangan and Former Chief Justice of India, Justice MN Venkatachaliah among many others.Read Dr K Kasturirangan’s inaugural address at the event

Public Affairs Centre awarded GuideStar India Transparency Key award for 2019

Public Affairs Centre has been awarded the prestigious GuideStar India Transparency Key award for 2019. PAC joins India’s largest pool of credible NGOs after undergoing a rigorous due diligence process. GuideStar India’s Transparency Key is the Foundation Level certification indicating that the organisation has filed annual income tax returns as a tax-exempt entity and has shared the same in the public domain.

Public Affairs Centre’s team is currently in Kolkata training the team from Save the Children India and their partner organisations on the Community Score Card (CSC) process in a two-day workshop.The CSC process is a community-based monitoring tool that is a hybrid of the techniques of social audit, community monitoring and Citizen report cards. Like the Citizen Report Card, the CSC process is an instrument to exact social and public accountability and responsiveness from service providers.

The Centre of Open Data Research(CODR) team initiated their project on Data Integration and Analytics and met the team from the Accountant General and Social Sector Audit (AG’s office), Government of Karnataka. This project aims to build a semantics enabled data framework in the form of a knowledge graph which will enable an integrated view of digitised audit resources and have the potential to assist the AG’s office in planning future audits.

Udita Dutta programme officer with Public Affairs Centre presented he Himachal Pradesh District Good Governance Index (DGGI) to the Deputy Commissioner of Sirmaur Mr Lalit Jain. The DGGI is a unique by-product of the Public Affairs Index-our flagship product that analyses governance on several indicators, basis data available in the public domain. The idea behind developing such a sub state level index was to use data to bring out pertinent elements of #governance to the fore that can further help the administration in strengthening governance structures.

The Public Affairs Centre research team along with a team from the University of Glasgow were in a Government Lower Primary School in Mahadevnagar in Vijapura District in Karnataka as part of our joint project, “Disadvantages and Participation Accountability Process :Theory and Evidence from School development and Management Committees in Karnataka’. Interesting insights emerged from the field which included schools with good infrastructure have School Development Management Committees but the committees lack of a sense of ownership by the local communities and absence of sufficient training and awareness among the committee members.
