“      I believe that the Panchayat Development Officers (PDOs) Activity Analysis and Time Utili-

                 sation Study by PAC is one of its kind in the country. The PAC project team involved me and
                 my colleagues right from the beginning of the project which has helped us to finetune all
                 the instruments so that they are more grounded. I look forward to the findings that will
                 help me streamline the work that PDOs do so that they can serve their Panchayats more
                 efficiently. It will also be very useful to understand the allocation and utilisation of PDO’s
                 work across North and South Karnataka regions and the distinction between the same and
                 to make the necessary action plans for PDOs the Karnataka State.”

          “    Are institutions ignoring the importance of quality while depending on technologies? My
               field experience says, yes.  The institution which orients people at multiple locations with
               large numbers of participants have zero control over the etiquette of the process in capacity
               building.While working on the PDO Time and Motion Projection, I interacted with Panchayat
               Development Officers, Data Entry Operators and Panchayat secretaries who expressed com-
               plete dissatisfaction with the online capacity building process.  For these institutions, it is a
               call between resources versus quality compromise.”
