          The Annual Report 2022-23 presents a strong come back of research, analytics and capacity building activities at PAC after the pan-
          demic. This is evident from the list of projects, Action Research, training programmes, data analytics for supporting evidence based
          policy and new Knowledge Partnerships that up surged during the year.
          The PAI assesses the quality of governance in the Indian Sates in a competitive framework. PAI 2022 made a departure from the ear-
          lier themes and adopted an assessment of the accomplishment of Constitutional Mandate of Justice-Social, Economic and Political-
          based on scientific indicators across the States in India. The theme was thus aligned with the ‘Amrut Kal’ -75 years of independent
          governance in the country. The main aim was to capture the achievements in social, economic and political justice in India via 5 sub-
          themes and 22 indicators. PAI 2022 also launched a qualitative enquiry into the citizen-centricity of States, their policies and politics.
          Policy objects mapped to the Constitution of India were placed in a Narrative Policy Framework. The social construction of policies
          was abstracted through a mining and processing of messages -colloquially called ‘tweets’- on the microblogging social platform. PAI
          2022 provided State-level factsheets highlighting areas of accomplishments and aspirations. The factsheets also offered a broad set
          of recommendations to help the States to steer their development policies towards accomplishing the Justice Agenda.
          The Centre for Open Data Research (CODR) team at PAC assessed the efficiency of service delivery for 600 plus services and submit-
          ted a report to the Karnataka Administrative Reforms Commission 2.
