Following the pattern of the previous year, PAC worked on 15 projects in the FY 2022-23. While some of the projects
involved application of PAC’s traditional social accountability tools, thus highlighting their constant importance in the
governance sector, there were new projects that experimented with tools hitherto not used in human development
praxis. Needless to say, each of the projects were backed by sound data analytics and data science-based models.
The year saw the successful completion of the CRC Survey-based assessment of services provided by Electricity Supply
Companies (ESCOM) in Karnataka with final reports presented and submitted to all the five ESCOMs covering the State.
A unique study on health-seeking behaviour among TB survivors and patients in Tamil Nadu used the Rao Kelleher
Gender framework to identify factors that help or hinder people from seeking treatment and completing the same; the
findings were in sync with the national-level statistics on TB and reiterated the robustness of PAC’s research methods.
The team prepared a Report on Gender Budget and Women Empowerment comprising a detailed analysis of resource
flow, outcomes and evidence from the field in Karnataka and presented it to the Department of Women and Child De-
velopment. Another project team completed a report on localising governance to strengthen the role of last mile insti-
tutions in Karnataka that was successfully submitted to the Karnataka Administrative Reforms Commission 2.
One of the biggest achievements from PAC has been the successful completion of the 5-year International Migration
Centre-Karnataka (IMC-K) project carried out in partnership with the Government of Karnataka. PAC helped set up two
