The Centre for Open Data Research (CODR) the data science and analytics vertical of PAC that has been working with
the Government of Karnataka had a very productive year due to the release of the raw data of the fifth round of the
National Family Health Survey (NFHS) in April-May 2022. The application of relevant computer-based mathematical
models using AI and ML led to the generation of the following outputs -
Revision of criteria for identification of Backward Talukas based on NITI Aayog’s 49 indicators of Aspirational
districts: The earlier model and methodology of the Special Development Plan (SDP) for the State was based on the 35
indicators developed by the Nanjudappa Committee and had been used for almost two decades to take policy decision
for identifying and improving Most Backward, More Backward and Backward Talukas for speeding up their develop-
ment trajectory. However, it was decided to identify the set of Backward Talukas by adapting NITI Aayog’s method of
identifying Aspirational Districts for the country. CODR adapted the methodology and added new and currently rele-
vant variables to compute and identify Karnataka’s Talukas that need immediate attention.
